In partnership with El Kala National Park in Algeria and the Cellule Littoral of the Ministry of Spatial Planning, Water and Environment in Morocco, la Tour du Valat is currently implementing an Integrated Coastal Zones Management project over coastal areas which include sensitive wetland areas.
The project, funded under SMAP III program (Small and Middle Action Plan) of the European Union, takes place on a 60-km coastal stretch from Annaba city to the Tunisian border in Algeria, and on either sides of the Moulouya estuary in Morocco. Both sites shelter important biodiversity features, and are classified as protected areas. The project aims at integrating the conservation of those sensitive areas in the overall development of the coastal zone, and wants to address development issues for rural communities.
Protected areas are often treated as special cases in the management of coastal zones. In the absence of dedicated policies and tools for coastal zone management, the identification of sensitive areas requiring protection, and subsequently the preparation of management plans and implementation of conservation actions at these protected sites, is often an instrument of prime importance for managing the coast.
The project’s diagnosis phase was launched in 2006. The socioeconomic diagnosis is operated by GRET, with the support of national experts, and will help conducting the negotiation process which will take place afterwards.
The project wants to address those issues through this permanent animation process with relevant stakeholders (e.g. local communities, private businesses, and administration), which will be formalized through the so-called “Contrat d’Espace Littoral”. This contract is considered as a moral commitment of all stakeholders to reach a common vision for their territory. Alternative economical micro actions, aiming at improving community livelihoods, will also take place within both sites. The project also aims at setting community based indicators to monitor changes on the coastal zone, setting up social, economical and ecological indicators.
In very different context, the SMAP III project “El Kala / Moulouya” tries to develop an original dialog with local communities and institutions, to achieve a harmonious development of coastal areas and a sustainable development of focused territories.
